Old Highway 8 and 8th Ave Intersection Improvements

The City of New Brighton and Ramsey County are planning to reconstruct the intersection of Old Highway 8 and 8th Avenue in 2021. 8th Avenue between 7th Street and 10th Street is also being reconstructed in conjunction with the work. The improvements are being made to repair/replace aging infrastructure, accommodate redevelopment that is occurring in the area, and provide improved bicycle and pedestrian facilities. The scope of the proposed improvements is illustrated below and includes the following:

  • Replacement of existing roadway pavement
  • Concrete curb and sidewalk repair and replacement
  • Construction of a new asphalt trail along the east side of Old Highway 8 between 5th Street and 8th Avenue
  • Installation of a new permanent traffic signal at Old Highway 8 and 8th Avenue
  • Fire hydrant replacement
  • Installation of a new sanitary sewer along 8th Avenue between Old Highway 8 and 10th Street

The improvements are proposed to be constructed in two separate phases as shown below. The first phase includes the reconstruction of 8th Avenue between 7th Street and 10th Street while the second phase includes the reconstruction of the Old Highway 8 and 8th Avenue intersection. The second phase will not start until the first phase is completed and open to traffic. Old Highway 8 and 8th Avenue will be closed to through traffic during construction; however, local access will be maintained at all times. It is anticipated that construction will begin in June 2021 and all work will be completed by November 2021.

All construction activities for this project will be completed under a publicly bid contract by a private contractor. The City will be administering the construction contract.
