In Minnesota, absentee ballots are accepted or rejected within 3 - 5 days of being received and they begin being opened and counted fourteen days before Election Day.
If you wish for your submitted absentee ballot to be "spoiled" and want your ballot re-issued to you, please call Ramsey County Elections at 651-266-2171. Please note that once your absentee ballot has been opened and counted you have already voted in the election. Your absentee ballot cannot be "spoiled" and you can not receive a new ballot.
Every state has its own laws and jargon regarding elections and this makes it really confusing!
When some people talk about voting by mail, they are talking about how elections are run in states like Oregon, Washington, Utah, Colorado, and Hawaii. In these states, voters essentially pre-register to vote in advance of Election Day. Pre-registered voters are then automatically mailed a ballot for each election which they then return via mail or drop box. In Minnesota, there are some mail balloting precincts outside of the Twin Cities area that has been voting this way since it was approved by the MN State Legislature in 1987. However, most people in Minnesota who talk about voting by mail are talking about casting an absentee ballot by mail.
Minnesota voters who wish to cast an absentee ballot can do without providing a reason. To have an absentee ballot mailed to you, a voter needs to complete and submit an absentee ballot application - either online or via paper application. In New Brighton, Absentee Ballot Applications are received and processed by Ramsey County Elections. Once your absentee ballot application is processed and verified in the Statewide Voter Registration System, a ballot will be mailed to your home along with instructions, a Manilla secrecy envelope to keep your ballot private, a bar-coded signature envelope for you to certify that you are the person using the ballot, and a return envelope to keep the personal information on your signature envelope private when you mail it back. You can return your absentee ballot by mail or you can drop it off at an early vote center during voting hours. (See question above for locations and times.)
Voters who wish to cast an absentee ballot but do not want to conduct this process through the mail can complete the entire process in person during the absentee / early voting hours at an absentee/ early voting center. (See question above for locations and times.)
Like on Election Day, voters who need to update their voter registration records can do this at the same time they cast an absentee ballot and, like Election Day, voters updating their voter registration when they cast their ballot to need to provide proof of residency in the precinct in order for their ballot to be accepted. It is true that you are voting early no matter when you cast your ballot in the 46 days prior to Election Day. However, many people who talk about Early Voting in Minnesota are referring to a process that allows voters to cast their ballot in person at an early voting center in seven days before Election Day. Instead of placing their ballot into a series of envelopes like traditional absentee voting requires, the voter may place their ballot directly into a ballot counter just like they would do on Election Day. Minnesota state law permits this type of early voting only in the seven days before Election Day.

Election Judges are officials that staff local polling places, administer election procedures, and ensure that the rights of voters are protected on Election Day. Duties include but are not limited to:
Election Judge Trainees receive the exact same training as adult election judges. They are also permitted to perform the same work as an election judge who has not declared a political party.
You cannot be the spouse, parent, child, or sibling of another election judge serving in the same precinct at the same time. However, you may serve in different precincts or in different shifts.
You cannot be a candidate or the spouse, parent, child, or sibling of any candidate on the ballot at that precinct. However, you may serve in a precinct where your relative is not on the ballot.
Unfortunately, we cannot guarantee that you will be assigned to a specific polling location even if you have worked at that location in the past.
When staffing polling places on Election Day, we consider political party affiliation to ensure that no more than half of the election judges at a given location are affiliated with the same political party. We strive to match new Election Judges with experienced Election Judges. We also try to match the personal skills and experiences of individual election judges in such a way that election staff at each polling place complement each other.
While no specific polling location placement is guaranteed, we recognize transportation can be a barrier to participation. If you wish to serve as an Election Judge but transportation issues limit your location availability, please indicate this in the comment section of your application.

If you meet these requirements, you may be eligible to serve as an Election Judge. You do not have to be a resident of New Brighton, an active member of a political party, a member of a Board or Commission, have previous volunteer experience etc. In fact, serving as an Election Judge is a great way to get more involved in the community and boost your resume!
Begin the application process by completing our Election Judge Application. Positions will be filled by qualified candidates on a first-come, first-serve basis.
Minnesota High School students who are 16 or 17 years old on Election Day can also serve! Complete the Election Judge Interest Form as soon as possible. Open student positions fill quickly.
Your employer may not reduce your wages/salary if you are selected to serve as an Election Judge as long as you provide your employer with at least 20 days of written notice and proof of your election schedule and wages. Contact the City Clerk at 651-638-2045 for more information.
At this time, unless you hear otherwise from us, you may assume you will be working on Election Day for the shift you signed up to work. Polling place location assignments will be communicated through your polling place supervisory team (Head / Assistant Head Election Judges) a week or two before Election Day. In addition to letting you know which location you will be working at, they will also let you know how meals will be handled, where you should park, what you can expect when you first arrive and any last minute directions.

If you are assigned to work at the polling location where you would normally vote, you can cast a ballot during a slow time or on a break like any other voter.

Minnesota State Statutes and Rules require Election Judges to attend a basic Election Judge certification course every two years to obtain and retain their certification. Election Judges will receive this basic election judge certification training course on-line and will be paid for 2-3 hours of training time at the same time they receive their election judge pay (30 days after election day.) Additional training is required for specific tasks.

The Community Notification Act requires a risk level to be assigned to persons who are subject to registration under Minnesota Statute 243.166 or 243.167 before they are released from confinement in a Minnesota correctional facility or treatment facility. Primarily these are persons who have engaged in criminal sexual behavior or kidnapping or false imprisonment.
Level 1 (lower risk): Victims of and witnesses to the crime, other law enforcement agencies, and anyone identified by the prosecuting attorney to receive the information.
Level 2 (moderate risk): In addition to the above, the notification may be given where individuals who may become victims of the registrant are regularly found based on the registrant’s history. Law enforcement may also choose to notify certain individuals that they determine to be at possible risk. The information is not to be redistributed by organizations.
Level 3 (higher risk): Requires broad public notification, usually done through a public meeting. Law enforcement may also notify individuals and agencies included in Level 1 and Level 2 notifications and may use the media and other distribution methods to get information to the public.
The general area of residence, description of the registrant and photos, and a description of past criminal behavior, including when and where.
Levels 1 and 2 are not public, except as released by law enforcement as specified in the Community Notification Act or Minnesota Statute 253D.32. While viewing public data is free of charge, there is a cost to receive copies of public data. These fees are approved by the City Council annually as part of the City’s fee schedule.
The City of New Brighton charges for copies of government data. These charges are authorized under Minnesota Statutes, section 13.03, subdivision 3(c) for 100 or fewer single sided pages of data. In the event that the fees listed in this policy differ from fees listed in the current fee schedule approved by the City Council, the fees listed in the current fee schedule shall prevail.

Requests for data stored electronically will only be released through email if the request is under 5MB in size. Additionally, only data classified as public data will be released electronically. Documents containing data classified as not public will be released only in a paper or other format that guarantees not public metadata is not available to the requestor.
Requests for copies that are estimated to exceed $50 must be prepaid.
The charge for most other types of copies, when a charge is not set by statute or rule, is the actual cost of searching for and retrieving the data, and making the copies or electronically transmitting the data (e.g. sending the data by email). In determining the actual cost of making copies, we factor in employee time, the cost of the materials onto which we are copying the data (paper, CD, DVD, etc.), and mailing costs (if any). If your request is for copies of data that we cannot reproduce ourselves, such as photographs, we will charge you the actual cost we must pay an outside vendor for the copies.
If, because of the subject matter of your request, we find it necessary for a higher-paid employee to search for and retrieve the data, we will calculate the search and retrieval portion of the copy charge at the higher salary/wage.

You have the right to look at (inspect), free of charge, public and private data that we keep about you. You also have the right to get copies of public and private data about you. The Government Data Practices Act allows us to charge for copies. You have the right to look at data, free of charge, before deciding to request copies. Also, if you ask, we will tell you whether we keep data about you and whether the data are public, private, or confidential. When requesting data classified as private data, you must show valid ID to verify that you are authorized to access the private or nonpublic data in the City’s possession.
As a parent, you have the right to look at and get copies of public and private data about your minor children (under the age of 18). As a legally appointed guardian, you have the right to look at and get copies of public and private data about an individual for whom you are appointed guardian.
Minors have the right to ask the City of New Brighton not to give data about them to their parent or guardian. If you are a minor, we will tell you that you have this right. We may ask you to put your request in writing and to include the reasons that we should deny your parents access to the data. We will make the final decision about your request based on your best interests.
The Government Data Practices Act presumes that all government data are public unless a state or federal law says that the data are not public. Data about you are classified by state law as public, private, or confidential.

The City of New Brighton collects and keeps only those data about you that we need for administering and managing programs and services that are permitted by law. There is a presumption that all data are public unless there is a law that makes it not public.
When we ask you to provide data about yourself that are not public, we must give you a notice. This privacy notice is sometimes called a Tennessen warning and it controls what we do with the data that we collect from you. Usually, we can use and release the data only in the ways described in the notice.
We will ask for your written permission if we need to use or release private data about you in a different way, or if you ask us to release the data to another person. This permission is called informed consent. If you want us to release private data to another person, you must use the consent form we provide or another form approved by the City's Responsible Authority.

If someone else is stopping in on behalf of the owner, only a notarized DNR Authorization form (PDF) will be accepted on behalf of the owner. Beginning May 7, 2025, a federal ID will be required for domestic flights. You can see a list of approved federal IDs HERE.
If you choose to use a non-driver’s license ID (such as passport) for air travel, or if you never plan to travel by air, you are not required to upgrade your license.
There are three Minnesota driver's licenses currently available: Standard, REAL, and Enhanced. Most Minnesota residents currently have a Standard driver's license, which will remain valid for identification and driving privileges, even after the federal ID travel deadline.
REAL and Enhanced licenses have essentially the same function, except that the Enhanced can be used as a passport card that can be used to travel to and return from Canada, Mexico, the Caribbean and Bermuda at land border crossings or sea ports-of-entry. It can also be used to board aircraft for domestic travel.

As long as the form or card is complete, either the customer or a 3rd party may submit the form. You can mail the form to the state, but we recommend bringing the form to our office. You can save time in office by pre-applying for your license or ID.
Unless your license is expired more than 1 year, you can simply come in and renew it. There is no penalty on an expired license, but keep in mind there is no grace period. Once your license is expired, it is not valid for driving.
If your license is more than 1 year, but less than 5 years expired, you’ll need to pass a knowledge exam before renewing.
If your Minnesota license is more than 5 years expired, you’ll need to pass a knowledge AND skills exam before renewing.

If you are renewing, upgrading to REAL or Enhanced, or if you are changing your name, you will be required to take a new photo.
If you are getting a duplicate/replacement with no changes, or simply changing the address, you will likely not be required to take a new photo.

You will first need to be sure your name is updated with Social Security. Our system checks against Social Security, and if the name does not match, we cannot proceed with the license update.

The Rice Creek Watershed District’s (RCWD) Hansen Park project originated from a 2013 petition to the RCWD by the Cities of New Brighton and St. Anthony Village to establish a Basic Water Management Project to address stormwater management and flooding within the contributing drainage area to Ramsey County Ditch 2 (the City of Roseville was later added to the petition).
RCWD and City staff held numerous meetings leading up to the start of the project including a heavily attended open house/neighborhood meeting. Recommendations were provided by the City's Parks, Recreation, and Environmental Commission (PREC) to the City Council. Important dates up to the start of the project are shown below:
The existing ponding basin (and dam) in Hansen Park was originally constructed in 1969 to be 4 feet deep. Following years of sedimentation, the pond depth was only 6 inches deep just before the project. RCWD worked closely with the Minnesota DNR, U.S. Army Corps of Engineers, and Minnesota Board of Water and Soil Resources (BWSR) to implement the removal of the dam and excavation of the pond. The pond depth when complete will again be an average of 4 feet deep. However, the normal water level will be lowered 2 feet and the dam was raised 2 feet. This combination allows for an additional 11.6 million gallons of water to be stored in the park during heavy storms.
The RCWD was awarded a BWSR Clean Water Fund Grant from the Clean Water, Land, and Legacy Amendment, in the amount of $3,000,000, to complete a series of projects designed to clean up Long Lake. One of these projects, the Hansen Park Comprehensive Water Management Project, is expected to cost a total of $4.8 million. $1,540,000 of the grant was allocated to Hansen Park and the RCWD is providing the remaining costs of the project.
The trails on the west are raised by this project and will be constructed to reduce the frequency and duration of flooding on park trails during/after large rainstorms. Additionally, the project removed the boardwalk trail east of the dam and converted it to gravel. During the summer of 2017, the bridge near the Hansen Park shelter experienced flooding and this structure and adjacent trails will be raised in 2018 prior to completion of the project.
The remaining dredging will take place in early 2018, with trail work, grading, and revegetation to be completed in the summer. The final planting plan will expand the growth of aquatic plants in the pond, and incorporate native plants throughout the project site (including pollinator-specific plants). The raised park trails on the west side will be paved in late summer 2018. The water level in the pond will be raised to normal around this time as well.
Prior to the project, the existing pond bottom soils were characterized and compared to MPCA guidance documents. All materials meeting Dredge Management Level 2 or 3 have been and/or will be hauled offsite to an approved disposal location (i.e. landfill). Materials meeting the criteria for residential re-use (Dredge Management Level 1) will be placed in the open area previously used as youth ball fields.
The youth ballfields on the west side of Hansen Park were often wet and were our lowest quality fields. The City Council, PREC, and staff approved relocating these youth fields to the east side of Hansen Park to the current adult fields at this location. These fields have fences and will be reconstructed/regraded to meet youth needs. The two adult fields had undulating outfields (ankle breakers) and were often wet. These two existing adult fields will be reprogrammed to the newly constructed lighted ballfield at New Brighton's Lion's Park.
Existing excavation material from the pond meeting MPCA residential standards was placed in this area as part of the project. The area was raised above the floodplain and will be mowed turf grass with un-programmed use at this time.
The RCWD's Hansen Park project allowed for the contractor to store excavated materials in the open area to allow the soil to dry before being hauled out. This activity would either require the fields to be regraded/replaced or RCWD would compensate the City for it to create fields in a different location. The City agreed to the removal of these fields in exchange for $200,000 up front, and approximately an additional $100,000 at the completion of the project. The first $200,000 was used towards the adult softball field at New Brighton Lion's Park, and the remaining funds will be used to improve and convert the existing adult fields on the east of Hansen Park for youth use.
This area is an Iron-Enhanced Sand Filter (IESF) and its purpose is to improve the quality of water flowing through the park and down to Pike Lake and Long Lake. It removes phosphorous from the water by pumping pond water through the filter beds, thus reducing algae blooms in the downstream lakes. This feature will be operated and maintained by the RCWD.

New Brighton Elementary School was originally built in 1939, and was owned and operated by the Mounds View School District for approximately 39 years before being closed in the late 1970s. The building was then used by the School District as a Community Resource Center for another five years before being sold to the Korean United Methodist Church around 1983. The Church operated on the site until 2017 when they decided to move to a newer facility. Given that the City had identified this area for redevelopment dating back to the 1980s, the City chose to make an offer on the land and was one of four bidders on the private market. The Church selected the City's bid amongst the four offers, and the property was officially acquired by the City in August of 2017.
As to why the City wanted to be involved in this area, the success north of I-694 in the New Brighton Exchange is a recent example of how proactive efforts by the City to acquire, clean up, and revitalize an area can result in a major transformation that benefits all taxpayers in the community. To date, the overall land value within the Exchange has increased over 300% since the project began ($27 million to $108.5 million) which will result in nearly $2 million going to the tax rolls in future years benefiting the City, State, and local school district. The City anticipates this new residential redevelopment will result in a similar success.
Given its proximity to existing residential uses, the land being developed has largely been viewed over the years as a logical place to address Community housing needs. In 2017, the annual Citizens Survey ranked housing as the second most critical issue to residents (second only to safe drinking water), and feedback gathered for the Comprehensive Plan further established housing as a main goal for the City. Two community workshops, a series of online surveys, various pop-up events throughout the City, and multiple Commission and Council meetings resulted in the final draft of the new 2040 Comprehensive Plan. The new plan, which will guide the Community's development for the next ten years, calls for a diverse and well-maintained housing stock to support people of all socioeconomic, age, ethnic, race, and religious backgrounds. To this end, the Midtown Village area was identified by the Community as one of three areas in the City appropriate for a "Mixed Use Neighborhood." This new land use classification is meant to accommodate medium to high-density housing ranging from 8 to 40 units per acre with stacked housing and townhomes predominantly being used.
While the new comprehensive plan was the primary reason that a mix of townhomes and multi-family housing is currently being built, a second (but equally important) factor driving these land uses is the economics of redevelopment in the metro. Land this close to Minneapolis and St. Paul, especially within a quality City like New Brighton, is expensive. The parcels within Midtown Village had a total market value of approximately $3.8 million according to Ramsey County prior to this redevelopment taking place. Development of single-family homes was economically unfeasible as demonstrated by the response to Requests for Proposals (RFPs) received by the City at the beginning of this process. Of the development proposals received by the City, two developers proposed all single-family homes, and that was only an option if the land was free and the City was able to provide additional avenues of financial assistance.
Past uses on the site(s) including the school and community center have always generated traffic to/from this area, and any future use will do so as well (a church that also placed a bid on the land was considering hosting festivals for its 3,000 members!). Regarding the site design, placing Senior Housing to the north of Highway 8 will reduce trips to and from this area as opposed to other housing options. Data shows that seniors typically generate fewer trips per day when compared to other age groups.
Historically, Old Highway 8 has carried 10,000 vehicles per day, with half of those vehicles using 8th Avenue for access to local neighborhoods and/or the freeway. Solutions being implemented to address both current and future traffic levels include:
It did not. The City recently completed a 2-plus year comprehensive planning effort through which the community identified housing (both availability and affordability) as a primary issue of concern. Because New Brighton is fully developed, issues like housing can only be addressed via the redevelopment of underutilized parcels such as the ones that make up Midtown Village.
Drafting of the new Comp Plan included an extensive outreach effort. New Brighton's City Council and Economic Development Commission (EDC) discussed either the Comprehensive Plan as a whole or specifically the New Brighton Elementary redevelopment at 29 different public meetings, and published 10 articles in the City's newsletters and local newspaper among other efforts to inform the public.
No. The Metropolitan Council only establishes broad goals for the metropolitan area. Every ten years, those broad goals are encapsulated in a regional planning document. State statute requires cities to adopt a comprehensive plan that is consistent with the regional planning document, but cities retain full authority to determine how to develop within their respective communities.
Land this close to both Minneapolis and St. Paul is expensive. The parcels making up this development site had a combined value of approximately $3.8 million according to Ramsey County, and developers had to take this cost into account when putting their proposals together.
The City solicited development proposals at the beginning of this process, and only two developers suggested low-density options (single-family home options). Both projects would have only worked financially if the City provided the land for free, and the City was able to provide additional avenues of financial assistance. Put another way, the City would have had to take a loss of more than $2.5 million to facilitate single-family home development.
Council and the EDC selected Dominium and Pulte as the preferred developers based on input provided during the comprehensive planning process, EDC priority rankings, City Council goals, and the reputation of both companies. Dominium has a proven track record of building high-quality, attractive, affordable units, and the company has the capital necessary to ensure the project gets built.
The City is not building Section 8 housing. In fact, no new Section 8 buildings have been built since 1986 when the law authorizing construction of Section 8 housing was repealed. Modern construction of affordable housing is supported by a tax-incentive program that is different than Section 8.
In recognition of problems with Section 8, congress took action in 1986 to repeal the construction portion of Section 8, and replaced it with new language in “Section 42” of the Internal Revenue Tax Code.
Section 42 established a mechanism for issuing Low Income Housing Tax Credits (LIHTC) and is strictly used to finance the construction (not the operation) of rental properties. The LIHTC for this property will allow units to be available for families earning 60% or less of the Area Median Income (AMI).

Note that the city is required to first appoint those who have declared a political party affiliation. Renew your passport approximately 9 to 12 months before it expires. Certain countries require passports to remain valid for up to 6 months after your last day of travel in order to allow entry. Also, some airlines will not allow you to book a flight or board if you don't meet this requirement.

The new passport is a modernized U.S. passport book which we started issuing in 2021. While our previous electronic passports (ePassports) are secure, the Next Generation Passport book (NGP) uses new technologies to produce a more robust passport with enhanced security features, such as a polycarbonate data page, laser-engraved personalization, and updated artwork.
We are only issuing the NGP for passport books. We will soon upgrade and modernize our other document, the passport card.
Please Note: It is possible that for a family of applicants applying at the same time, some may receive an NGP book and some may not. We will not replace one for the other: all of the passports being printed are valid for travel. Eventually, the previous version of the passport book will be phased out.

Yes, we accept all passport applicants regardless of city, county, or state as long as you qualify to apply in person. Form DS-82 (PDF) passport applicants who qualify via mail should follow the directions on pages 1-2 of Form DS-82 to do so.
The City enforces the Minnesota State Building Code. The Community Development Department provides interpretation of the codes and issues building permits for construction and inspection services. Whenever you build, enlarge, alter, repair, convert, demolish, or move a building, a permit is required. Most Plumbing, Mechanical and Electrical Permits can be issued at City Hall or online. Building Permits that involve plan review generally take up to 7 to 10 working days before they can be issued. Smaller projects take less time; some may be issued immediately. Large projects can take up to 2 weeks or more for plan review. (Remember, always call before you dig: visit Gopher State One Call.) If you are still not sure if you need a permit, email the Building Department or call 651-638-2050.
Work without a permit could result in a stop-work order, a double fee, and for contractors, an investigation from the State.
Savvy home buyers and realtors want to see proof of permitted work, so also keep in mind that if un-permitted work is occurring at your home, it could be an issue if you choose to sell.

Emergency repairs can be done without first obtaining the necessary permits, but the permits must be obtained after the work has been completed within a reasonable timeframe.

Each year residents receive a recycling calendar with all of their specific pickup days. If you don't have a calendar you can use the recycling map which will show the pickup days. You can also contact City staff at 651-638-2061 and they will mail out a new calendar.
Anything you placed out previously can be placed into the cart. Also, there are now new materials that Allied Waste will accept, including plastics 1, 2 and 5 (see the question on identifying plastics), pizzas boxes that have minimal grease and food, and milk and juice aseptic containers.

Contact Republic Services if you don't have a cart, need a larger or smaller cart, or have a problem with your cart. Republic Services can be reached by calling 952-941-5174. On your recycling pickup day place your cart at the end of your driveway or near the alleyway if you have an alley. The cart should be placed three feet away from other carts and objects so Allied trucks will be able to easily empty them.
Most solid waste haulers will provide a yard waste cart for a fee. Ramsey County provides free yard waste drop-off sites for all county residents. See information on the free county drop-off sites. You can also call the Ramsey County recycling hotline at 651-633-EASY(3279), which is available 24/7.

Republic Services now accepts all types of clean plastic containers. Any plastic containers in the home should be rinsed and then placed into the recycling cart. The caps can be left on the containers. Large plastic items, like polyvinyl chloride (PVC) pipes or styrofoam, should not be placed in the recycling cart. You can look up specific items for recycling information.
Televisions and computer monitors, along with many other electronic devices, have significant amounts of hazardous materials in them and cannot be placed in your regular garbage can. Best Buy stores will accept television and other electronic devices. New Brighton's Clean-Up Day is another way to properly dispose of these items. New Brighton's Clean-Up Day usually occurs the 2nd Saturday in May. Check your mail for the New Brighton Clean-Up Day flyer in April. Another resource for disposing of these items is the Ramsey County A to Z disposal guide.
The City already licenses all multifamily buildings in New Brighton. Expanding the licensing program will ensure that every rental unit in the City must be properly maintained and managed in order to be rented. By doing so, the City hopes to achieve legitimate, safe and healthy living spaces for landlords, tenants, and neighbors.
The City of New Brighton gave careful consideration to the establishment of this new program, and every effort was made to create a win-win solution for renters, property owners, and the City. The single-family home/duplex licensing process is a simplified version of the larger program that’s historically overseen the City’s multi-family buildings.
During an inspection year, the license cost for a single-family home (or one half of a duplex) will be $200, and a duplex that is fully rented will have a $220 license fee. In non-inspection years, the cost will drop to $50. Provided the unit(s) being licensed meet basic life, health, and safety standards, inspections will only be required once every three (3) years.
By only requiring inspections once every three years, the total license cost over a three year period can be kept to as low as $300. That cost spread out over 36 months means the maximum rent increase a landlord could justify based on this program is a little over $8 per month for a single unit, and approximately $4.50 per month for duplex units. The City’s Planning Commission, Equity Commission, and City Council all found this potential impact to rents was more than justified by the program’s benefits.
Inspections will be focused on basic life, health, and safety issues. Improvements will only be mandated when the health and safety of tenants is threatened by housing conditions or the lack of necessary equipment (i.e. smoke and carbon monoxide detectors).
The City’s inspector and landlord will walk the property together. While we will invite and encourage tenants to attend and participate in the inspection, their attendance will not be mandatory.
The main effect of this ordinance is the comfort knowing that rental properties are properly maintained, and that adequate recourse now exists for the City should problems arise. Existing “disorderly premises” regulations that previously only applied to licensed multi-family buildings will now apply to all rentals.
At this time, we are asking all landlords to apply for their 2023 license by December 31, 2022. Applications will be processed in January, and property inspections will occur from February through April. Late applications in year one may be subject to additional fees if received after March 31, 2023. Vision Silver Lake Road 2040 was the City's effort to identify specific characteristics that citizens and business owners would like to see incorporated into new development in areas guided for mixed use by the City’s Comprehensive Plan.
Public input opportunities specifically for Vision Silver Lake Road 2040 have closed, but there will be at least one public hearing on the zoning language that results from this study. Scheduling of that public hearing will occur in late 2022. In 2019, the City of New Brighton concluded a 2+ year planning process by adopting the 2040 Comprehensive Plan which established a direction for community development over the next 20 years. As part of that plan, three (3) new mixed-use development nodes were established along the Silver Lake Road Corridor. The Vision Silver Lake Road 2040 project was essential to defining how future development should be allowed to occur within these Mixed Use Areas. Findings from this process will be translated into new zoning districts.
Zoning is the primary tool that Cities use to establish what can and cannot happen on every property within the City. Whereas a Comprehensive Plan identifies generally allowed uses throughout a community (i.e commercial, residential, industrial, mixed-use, etc), zoning regulations establish the specific standards development must follow in these areas. Examples of zoning standards include but are not limited to how large a building can be, where structures can be located, and how much parking is required for the use being established.
The three new mixed-use nodes on Silver Lake Road are near the intersections with Rice Creek Road, Interstate 694, and County Road E West. Please refer to the Vision Silver Lake Road 2040 project website for maps that illustrate the boundaries of each Mixed Use area.
A comprehensive plan establishes broad goals for the City and does not get into the granular detail handled by zoning. Vision Silver Lake Road 2040 was designed to be the necessary bridge between the comprehensive plan and zoning code which allowed landowners and surrounding members of the public an opportunity to provide direction on how development should be allowed to occur within these areas.
The Comprehensive Plan, which guided areas on Silver Lake Road for mixed use development, took 2.5 years to complete. Vision Silver Lake Road 2040 started in July of 2021, and is only now being completed over a year later. All told, nearly four years of meetings, discussions, and associated public input sessions have led to the creation of the mixed use zoning districts being prepared by the end of 2022.
No. Whether or not changes occur and when changes occur is wholly and completely up to the landowners of the City. Transitioning land use guidance from “commercial” to "mixed-use" simply expands options and opportunities for landowners which hopefully incentivizes investments sooner rather than later.
The decision on whether or not the redevelop a property, as always, remains with the landowner. The City has no control over the timing of private development projects.

If the property has three or more rental units, a new owner is required to comply with the requirements of the New Brighton Tenant Notification Ordinance.
New building owners are also responsible for obtaining a new rental license for the property regardless of whether the present owner has a license for the current year.

This ordinance does not prohibit a new owner from taking the actions listed above. However, the owner would be required to pay resident relocation benefits if they issue lease non-renewals (without cause or due to re-screening), or take any of these actions during the 90-day tenant notification period and the resident gives the notice to move as a result.
If the new owner intends to increase rent, require existing tenants to be rescreened, terminate or not renew housing unit rental agreements, or impose a material change in the terms of the lease within the 30 days immediately following the end of the three-month tenant notification period, the owner must disclose this information to tenants within the required notice. Failure to do so may subject the owner to penalties as outlined in the Ordinance. After that time, the City of New Brighton Tenant Notification Ordinance would no longer apply and owners can manage the property in accordance with their preferred management practices.
You can renew the lease, but any rent increases must be effective following the expiration of the 90-day tenant notification period or the owner may be subject to paying relocation benefits.

Properties containing three or more rental housing units at the time of sale must provide notice to all tenants and the City that a transfer of ownership has occurred. Once notice is provided, a three-month "tenant notification period" begins. During the 90-day period, the new owner may be required to pay relocation benefits to a tenant if the owner issues a non-renewal without cause or non-renewal due to rescreening. The new owner could also be subject to paying relocation assistance if they increase the rent, re-screen existing residents, or implement a material change to the lease resulting in a tenant giving the notice to terminate their lease.
Upon sale of a property, tenants in New Brighton are no longer subject to immediate changes to their rental terms that could impact their housing. Renters will be given a minimum of 90 days grace time before changes can be made by a new owner. If the required grace time is not provided by the new owner, a tenant may be entitled to relocation assistance in the amount of three months' rent.

You are welcome to take one and follow along. There is also a single copy of the packet of meeting materials the City Council received to prepare for the meeting. You are welcome to look through it. However, we do ask that you not remove the packet or any of its pages as it is our archival copy and helps us build our city history. The Mayor presides over the meeting. When it is time for the meeting to start, the mayor will take attendance and call the meeting to order. State law requires that a quorum, or majority, of the City Council be present in order to conduct city business. If there is not a quorum, by law the meeting may not proceed.
The Mayor will lead the City Council in reciting the Pledge of Allegiance. As a member of the audience, you will be asked to stand and participate.
The Mayor will ask if anyone in the audience wishes to address the City Council. If you would like to speak to the City Council, you are welcome to raise your hand. When you are recognized by the Mayor, you may approach the podium located in the center of the room. Please begin your comments by citing your name and address for the public record. She will have a staff member come and get the handouts from you.
The meeting agenda becomes official after it is approved by the City Council. City Council members reserve the right to ask that an item be added to or removed from the agenda. If such a request is made, the City Council will vote on this proposal using parliamentary procedures. Proposed changes could be approved or denied.
Minutes, once approved, are the official record of the city meetings. The City Council has an opportunity to make corrections and clarification their meeting minutes before approving them.

Minnesota state law requires cities to hold public hearings when it is considering certain kinds of city business. Often, these public hearings are held during Planning Commission meetings. Other times, they will be held during a City Council meeting. During a public hearing, there will generally be a report delivered by a city staff member followed by a brief discussion of the City Council. The Mayor will then invite members of the public to comment on the business item at hand. As with the Public Comment Forum held at the beginning of the meeting, when the Mayor asks if anyone wishes to speak, raise your hand. When she calls on you, you may approach the podium and you will be asked to limit your comments to three minutes. When all comments have been heard, the City Council will resume their discussion and may bring the item to a vote.
Generally, staff will deliver a presentation providing background information to the City Council. The City Council will discuss the item and either direct the City manager to have staff return with more information or they will put the item to a vote.
Sometimes, the City Council will consider ordinances - either as a business item or as part of the consent agenda. Ordinances don't just provide a direction to staff or establish a policy. Ordinances are legal documents that establish fees, change the official city map or are incorporated into City Code and change New Brighton's municipal laws.

We are unable to obtain a read from your water meter. Most likely, the transmitter device that allows us to read your meter remotely is no longer working. Please contact Utility Billing at 651-638-2129 to schedule an appointment for us to fix the issue.
The appointment should only take about 30 minutes and the $125 No Read Fee will be removed if the appointment is completed within 6 months.
Meter reads are obtained by a radio remote that communicates with a collection antenna, which will send water usage information through the internet without needing to access your property.
The City switched to the radio remote method meters in the fall of 2018 and has nearly replaced all meters as of 2022.

The flat rate quarterly charge, which includes up to 8,000 gallons, is $41.52 for water and $59.92 for sewer.
The City bills residential sewer usage based on the winter quarter billing method. The winter quarter is used to establish sewer charges through the rest of the year because it provides a fair measure of normal usage and avoids seasonal factors such as lawn sprinkling.
The City is divided into three billing districts. The first digit of your account number determines your billing district.
It is important to note that the utility charges are the responsibility of the property owner no matter who is living there. It is a good idea to make sure any past due utility charges are addressed by your title company or real estate agent.
When buying or selling a home in New Brighton, notify us of the change by using the moving form or calling the Finance Department at 651-638-2101. A final meter reading will be scheduled on or near the closing date. Once the final read is taken, a final bill will be processed for the former owner. After this bill has been prepared, the new owner's information will be added to the account. If it is a new home, the Utility Billing staff will make sure the account is created and the billing started.
New Brighton's water restriction program has different levels and the level of the ban will be based on daily water usage monitored by the city, a ten-day weather forecast, pumping capacity and other factors.
While the green level ban is in place, New Brighton residents using municipal water are restricted to an odd/even watering ban. Residents of even-numbered homes may water only on even-numbered days of the month. Residents of odd-numbered homes may water only on odd-numbered days of the month.
While the yellow level ban is in place, New Brighton residents using municipal water are still restricted to an odd/even watering ban. However, a time-of-day watering ban is also enacted, prohibiting watering from 6 am to 9 pm each day. In addition, New Brighton residents are prohibited from filling swimming pools and residential car washing. Water monitors are actively deployed and violators are ticketed.
While the red level ban is in place, all outdoor water use is prohibited, including all sprinkling and watering, filling swimming pools and residential car washing. Water monitors are actively deployed and violators are ticketed.
Certification occurs when a resident has a balance over $100 that is 90 days or more overdue. Certifications are processed in June and November. This amount is removed from the property owner's water bill and sent to Ramsey County. Ramsey County will add this amount, in addition to a penalty charge, to the property taxes. Once certified, any payment that an owner would like to have applied to the certified amount must be paid directly to Ramsey County.
The best way to determine if you have a leak is to turn off all faucets, showers, dishwashers, or anything that uses water. Read the meter, then wait 30 minutes and read it again. If the reading on the meter increased, you may have a leak and will need to contact a plumber.

To vote in Minnesota, you must be a U.S. citizen, at least 18 years old on Election Day, and a resident of Minnesota for at least 20 days. If you had a felony conviction, you can vote if you have finished all parts of your sentence, including probation or parole.
Paying out-of-state tuition or having a driver's license from another state does not necessarily mean you can't vote in Minnesota.
