Class D Knowledge Exam

The New Brighton License Bureau is an approved third-party proctor for Class D Knowledge Exams!

Please read carefully, as testing requirements have changed as of August 1, 2023.


The Class D written knowledge exam is required for first-time drivers wanting to obtain an Instruction Permit, current Minnesota residents whose driver’s license or permit has been expired for more than one calendar year, or current Minnesota residents required to take the knowledge exam for license reinstatement.  

OUT OF STATE DRIVERS: 

  • If you are age 21 or more, and currently hold a VALID driver's license from a US state/territory or Canada, you are no longer required to pass the knowledge exam coming into Minnesota. 
  • If you are under age 21 OR if your current out of state license is expired, regardless of your age, you will be required to pass the knowledge exam.
  • You will need to provide your current license or driving record, along with other identification documents (see detailed list HERE). 

OUT OF COUNTRY DRIVERS: 

  • If you are a licensed driver from a country other than the US or Canada, you will be required to pass a class D knowledge exam AND skills exam to obtain a Minnesota license.  
  • You will need to provide your current license or driving record, along with other identification documents (see detailed list HERE).


This service is offered by appointment only Monday-Friday 8:30am-4:00pm. 

Appointments can be scheduled up to 30 days in advance. 

There is a $10 fee to take the test due at time of test.  

The knowledge test is offered electronically only, and it can be taken in English or Spanish.
