Run for Elected Office
The City of New Brighton has one mayor position (two-year term) and two City Council members at large (four-year terms) on the ballot in the November 8, 2022 election.
Information about running for municipal office in the 2024 election will be posted in May of 2024.
When filing for office by mail, your affidavit of candidacy and filing fee (or qualifying petition in lieu of a filing fee) must be received by the City of New Brighton during the filing period from August 2, 2022 until August 16, 2022 at 5 pm Your affidavit of candidacy must be notarized by a certified notary public, including the notary's stamp indicating current certification. You may also contact your bank to inquire about notary services available to members at local branches, or visit notary.sos.state.mn.us to locate in-person notaries in your area.
After the City of New Brighton has received and certified your affidavit of candidacy and filing fee, staff will send a letter of confirmation and receipt by email or postal mail (if you do not provide your email). In case filing officers have questions regarding your filing documents, please be prepared to answer your phone at the number provided on your affidavit of candidacy.

Once your filing fee is received, staff will send a letter of confirmation and receipt by email. Note: Both your affidavit of candidacy and your payment (or petition in lieu of payment) must be received before the filing period closes at 5 pm on August 16, 2022.

Appointment Recommended
Schedule an appointment to file your affidavit at New Brighton City Hall during regular business hours by emailing Terri Spangurd or calling 651-638-2045. Having an appointment helps us serve you better. It guarantees that a staff member will be available to assist you, guarantees a notary public will be available and that all filing materials will be prepared for you ahead of time. Please plan for this appointment to take about 15 minutes.
Curbside service is available on request.
You may drop by City Hall during regular business hours to file your affidavit of candidacy without an appointment. However, election staff may not be available or on-site to assist you when you drop by.
How You Prepare to File for Office
To prepare for your visit, you may complete all parts of the affidavit of candidacy except your signature, which must be witnessed by an official authorized to administer oaths. Note: residential address and phone number are required; an affidavit cannot be accepted without this information. You must also be prepared to pay the required $5 filing fee or file a petition in place of the filing fee. Electronic payment options are not available for in-person filing.

The information provided here answers the most frequently asked questions about campaigning in New Brighton. If you have any questions about the information provided or have general questions about the administration of elections in the City of New Brighton, please email the City Clerk.
Please be advised that MN State law regulates Fair Campaign Practices and Campaign Financial Activities. The MN Secretary of State's Office publishes a comprehensive Campaign Manual for candidates every two years. A copy of this manual will be provided to candidates for the municipal office in New Brighton. Candidates can also visit the MN Secretary of State's website to read the Campaign Manual online, and download and or print it.
City of New Brighton staff members cannot provide legal opinions and/or definitive answers about any law or rule. Candidates and committee members are encouraged to seek out their own legal, financial and or campaign advisors/consultants for guidance.
Campaign Finance Reports
Initial report is due to the filing officer who accepted your Affidavit of Candidacy within fourteen (14) days of receiving contributions or making disbursements of more than $750.
Subsequent reports are due to the filing officer who accepted your Affidavit of Candidacy ten days before and thirty (30) days after the election and each year by January 31st until a final report is filed.
Final report is due to the filing officer who accepted your Affidavit of Candidacy when all debts are settled and all assets are properly disposed of in excess of $100.
Certification of Filing
All candidates or committees must file a Certification of Filing within 7 days of a general or special election in which their name is on the ballot. On this form, the candidate or committee treasurer affirms either all required campaign finance reports have been filed, or the candidate or committee did not raise or spend more than $750 in that calendar year.

It is permissible for a candidate or their representative to distribute campaign literature on sidewalks, in public parks and in public right-of-ways. However, campaign activities cannot pose a safety hazard or block a roadway or walkway.
A permit is not needed to distribute campaign / political material door-to-door, including inside multifamily housing. However, please be respectful on property owner's wishes by leaving a property if you are asked to leave a property.
Campaign Signs cannot be staked or posted on City property. This includes but is not limited to tacking, pasting, taping, gluing of campaign signs or literature on City buildings, facilities or structures including trees, poles, posts, booths, tables, chairs, tents, toilets, etc.

Campaign signs cannot be posted or erected in street right-of-ways.
Restrictions on placing signs on property owned by corporations are outlined in Minnesota Statutes, Chapter 211B.15 on Prohibited Contributions.

State law regulates the solicitation of campaign contributions as well as the types and amounts of campaign contributions. In addition, state law prohibits candidates and committees from giving away (or promising to give away) anything of monetary value for the purpose of inducing a voter to refrain from voting or to vote in a particular way.
There is an exception for refreshments of food and nonalcoholic beverages having a value up to $5 that is consumed on the premises at a private gathering or public meeting. Campaign Finance laws do not permit candidates to give alcohol away and alcohol sales are prohibited unless the proper liquor license has been acquired.
The MN Secretary of State's Office offers detailed information for candidates on their Campaigning website and publishes a comprehensive Campaign Manual for candidates. Individuals who file for office in New Brighton will receive a copy of this manual; however, the manual is also available for download on the aforementioned Campaigning website.

Candidates for the municipal office in New Brighton will receive one detailed 2 inches by 3 inches copy of this map. Additional 2 inches by 3 inches copies can be ordered by using the Data Request Form for $19 each or you may send the Precinct Map (PDF) to the printer of your choice. Please note that it should be printed at 500% or more to read individual addresses.
Campaigning is not allowed in the polling place or within 100 feet of the building. If the polling place is on public property, campaigning is not allowed in the polling place or within 100 feet of the property. This prohibition includes displaying campaign materials in the polling place, including literature or buttons. Campaign materials are defined as anything related to a candidate, issue or question on the ballot at that election.
Voters may take sample ballots or campaign flyers into the voting booth, but they should not display these materials outside the booth. No one in the polling place should be discussing candidates or issues. This includes voters waiting in line and election judges.
Polling Place Conduct
During voting hours, law allows only election judges, people directly engaged in voting and authorized persons to be present. Unauthorized people will be asked to leave immediately. Authorized persons are:
- Persons helping a voter.
- Children accompanying voters.
- Vouchers.
- Observers with written authorization from the office of the secretary of state, county auditor or clerk.
- Peace officers if judges request their presence to keep order.
- Challengers appointed in writing by a political party or nonpartisan candidate.
- Teachers & elementary & high school students, if participating in a mock election that has been authorized by the secretary of state.
- Persons making a written complaint.
- Media may enter the polling place to observe the voting process so long as they:
- Show photo identification to the Head Judge upon arrival along with either a recognized media credential or written statement from a local election official attesting to their credentials.
- Stay at least six feet from voters.
- Do not converse with voters or interfere with the voting process.
- Do not make a list of those voting or not voting.
- People conducting exit polls can be on the premises, but not in the room where voting occurs. Depending on the building layout, this may mean the pollster must remain outdoors. An individual conducting an exit poll may only approach voters after they have voted and may only speak with a voter to the extent necessary to ask the voter to take an anonymous written questionnaire.
People may not gather or linger in the polling place or within 100 feet of the building.
- Intoxicated persons and/or liquor are not allowed.
- Individuals to leave if they will not or cannot cease the following:
- Disorderly conduct
- Smoking
- Lingering
